It is estimated 350 million lived in urban location in 2001 compared to 160 million in 1981, and urban growth is ongoing, 80 million are the urban poor living under the most brutal condition in urban locations.
Every large city has attained a dynamics of its own it is difficult in most cases to contain or alter it. It is less difficult to influence the development of small (50000) and medium (50000 – 100000) sized towns and it is there that we direct our focus of attention for maximum impact.
